Newtown
Following the successful delivery of Phase I of the Newtown active travel scheme, we’re now delighted to say that Phase II is about to begin.
Contractors have been busy in the background, undertaking drainage surveys and getting everything ready so that work can begin on 26 October. Residents in Newtown have been kept informed via two letters.
Residents and visitors will experience some disruption whilst temporary traffic lights are installed to make it safe for people to travel whilst works are taking place. This phase is expected to last for a maximum of six weeks. Please continue to check this page and the Live and Move social media platforms for further updates.
Outline project timeline:
October 2025 to January 2026 – Continued detailed design stage and contractor engagement/appointment
March/April 2026 – Phase one works on site to commence from Monday 9th March 2026

If you require a parking exemption to allow you to park in the Triangle Car Park during the time of the Newtown community scheme works, please contact hello@liveandmove.co.uk with the following information:
- Your Name
- Your Address
- Your Vehicle Registration Number
Exemption certificates will be specific to the vehicle they are issued to and will need to be displayed in the windscreen of your vehicle whilst it is parked within the Car Park. Only one exemption certificate will be issued per residential address.
Approvals
Exeter City Council approved the scheme on 8 July 2025 at its Executive meeting – the minutes of the decision can be found here.
Devon County Council approved the scheme on 15 July 2025 at its meeting of the Exeter Highways and Traffic Orders Committee – the full minutes can be found here.
The proposals being implemented are:
Phase one:
Section 1 – Denmark Road/Russell Street Junction
Section 2 – Triangle Car Park – Section 2a lower end of Car Park from Russell Street
Section 5 – Clifton Hill
Phase two:
Section 3 – Clifton Road/Clifton Street Junction
Section 4 – Clifton Road/Belmont Road Junction
*Phase three:
Section 2 – Triangle Car Park – Section 2b & 2c – Upper end of Car Park and Russell Street
